Dr. Faisal H. Issa who is a Board member of the Mwanamke Initiatives Foundation is at present a Senior Lecturer in Public Management at Mzumbe University. With an Advanced Diploma in Public Administration, an MBA, and a Ph.D. in Public Management, he has accumulated through practical work experience, research and training, leadership capabilities, and the right adaptive capacity for managing diverse tasks and responsibilities at all levels of management at central, local government and at the institutional level. 

His academic and research capacity is augmented by an in-depth understanding of issues of management, policy development, and implementation, and the dimensions of gender and sustainable development. 

He has held different responsibilities at different levels in different institutions including Chairperson of the Public Management Subject Panel at the previous Institute of Development Management (IDM); Head of Department at Mzumbe University, Director in the President’s Office Public Service Management and the Regional Administrative Secretary in Regional Administration. 

He has also served as a member of the Master Workers Council of the Public Service.  He currently serves as a member of the governing boards of two institutions one public and one trustee organization of national stature: Mwanamke Initiatives Foundation and Information and Communication Technologies Commission. He is serving as the Chairperson of the Delegated Tender Board at the Dar es Salaam Campus of Mzumbe University.  

He has previously served, in different years, as a member of different governing boards: Benjamin William Mkapa Foundation; Tanzania Public Service College; Institute of Rural Development; Local Government Training Institute; and Tanzania Institute of Education. In a few of these, he has been the chair of the committee responsible for staff welfare and discipline. 

He has also published academic papers in local and international journals. He was awarded the second-best publication award at Mzumbe University in 2021 and received the Outstanding Paper Award - 2023 Emerald Literati Award. He was also one of the best workers in 2022 at Mzumbe University Dar es Salaam Campus College.
